SUPERVISORS PRESENT: Edward J. Brandt, Chairman Chip Behr, Vice-Chairman Dr. J. Richard Booth Kathleen Hunsicker STAFF:Larry M. Connell, Township Engineer Call to Order and Pledge of Allegiance The Chairman called the meeting to order at 12:30 p.m. in the Lower Gwynedd Township Municipal Building and led those in attendance in the pledge of allegiance. Receipt of Meeting Minutes: October 13, 2009 October 27, 2009 November 5, 2009 The Board of Supervisors received the minutes of the October 13, 2009 Workshop Meeting, the October 27, 2009 Regular Meeting and the November 5, 2009 Special Meeting. The Chairman asked if there were any questions. There were none. The Chairman announced that the above matter would be tabled until the next regular meeting of November 24, 2009. Receipt of Invoice History by General Ledger Account for October, 2009 The Board of Supervisors received the Invoice History by General Ledger Account for October, 2009. The Chairman asked if there were any questions. There were none. The Chairman announced that the above item would be tabled until the next Regular Meeting on November 24, 2009. PUBLIC COMMENTS The Chairman asked for public comment for items not on the agenda. There were none. Only the Board of Supervisors and township staff were present at the meeting. BUILDING AND ZONING Public Hearing: “D Business District Ordinance” (November 24, 2009) The Chairman announced that the “D Business District Ordinance” is listed for announcement purposes only and will be the subject of a public hearing on the November 24, 2009. Conditional Use Hearing: T-Mobile Northeast (November 24, 2009) The Chairman announced that the Conditional Use Hearing for T-Mobile Northeast will be held on November 24, 2009. He noted the additional antenna will be located at the water tower on Houston Road. Authorize advertisement of “Wireless Communications Facilities Overlay District Ordinance” Mr. Garrity stated the “Wireless Communications Facilities Overlay District Ordinance” will eliminate the need for subsequent conditional use hearings on existing towers or water towers provided all required information is presented to the township. Dr. Booth made a motion, seconded by Ms. Hunsicker to authorize advertisement of the “Wireless Communications Facilities Overlay District Ordinance”. The motion carried 4 – 0. OTHER BUSINESS Mr. Comunale presented the draft 2010 Budget and Fiscal Plan to the Board of Supervisors for review and action. He noted the 2010 Budget and Fiscal Plan is the culmination of a three month process of committee and staff meetings. Ms. Yeutter was present to answer any questions from the Board. Mr. Comunale noted there is no tax increase recommended in the proposed plan. He stated the plan reflects expenditures from all funds, including inter-fund transfers, totaling $14,807,790. Mr. Comunale stated in 2009 the Township saw reduced revenues from sources sensitive to economic conditions, especially real estate transfer and earned income tax revenues. In 2010 revenues are anticipated to remain at 2009 levels. The 2010 Salient features are as follows: - Transfer General Fund Surplus to Debt Service Fund
- Reduction of Newsletter from 4 to 2
- No Transfers into Capital Reserve or Open Space Funds
- Use of RSF to Stabilize Insurance Costs
- Use of 2007 Actuarial Valuation to determine MMO for Pension Funds
Mr. Comunale stated a notice must be advertised informing the public of the availability of the Draft 2010 Budget and Fiscal Plan for twenty days prior to adoption. Mr. Behr made a motion, seconded by Ms. Hunsicker to authorize the advertisement of the draft 2010 Budget and Fiscal Plan as presented. The motion carried 4 – 0. MANAGER’S REPORT Report from the Manager – Municipal activities, projects Mr. Comunale stated the following is the sale summary by J. J. Kane Auctioneers of Township equipment: - 1996 Chevy K2500 4 x 4 Pickup Truck $4,450.00

$5,675.00 Mr. Comunale stated Cedar Hill Road will be opened this week. SUPERVISORS/STAFF COMMENTS Supervisors, Staff comments, concerns, questions The Chairman thanked Mr. Comunale for the budget presentation. The Board thanked Mr. Comunale, Mr. McAnally and Ms. Yeutter for their work on the 2010 Budget. There were no other comments.
